Following is a response from DHS Senior Geospatial Data Scientist, Rose Donohue:
For clusters that are missing GPS coordinates or we are unable to verify the coordinates, we mark these as missing (MIS in the SOURCE attribute) and give them coordinates 0,0. These 3 clusters are all marked as MIS.
The DHS_README.txt included with the shapefile defines this: "MIS" for clusters in which data could not be fully verified. Clusters marked as "MIS" will have coordinates 0, 0.
These clusters should be excluded from any spatial analysis.
