Following is a response from Senior DHS staff member, Tom Pullum:

I wrote that program quickly and it is certainly possible that it contains a mistake. I'm glad you are thinking this through before using it. Please feel free to revise if you want.

There are a few households in which the head is a woman and her husband is the spouse, although the norm is for the head to be a man and his wife is the spouse. In either case, the parents of the head will be the parents-in-law of the spouse, and the parents-in-law of the head will be the parents of the spouse.
