Following is a response from DHS staff member Joanna Lowell:

PCV (pneumococcal conjugate vaccine) and pneumococcal vaccine are the same. I'm guessing here that one variable might correspond to the card and the other to mother's recall. If you look at the QRE (see below), you can see that when the card was seen, it was called "pneumo" whereas in the recall the vaccine was referred to as PCV.
