Following is a response from DHS Research & Data Analysis Director, Tom Pullum:
There have been many postings on merging data from different files using Stata. The only thing that is special about the India surveys is that region must be included as part of the ID. For example, if you have a woman in the IR file and you want to find her in the PR file, then v025 and hv025 must match, v001 and hv001 must match, v002 and hv002 must match, and v003 and hvidx must match. That is, you match v025, v001, v002, v003 in the IR file with hv025, hv001, hv002, and hvidx in the PR file. The logic for merging in SPSS should be similar to what it is in Stata.
