Following is a response from DHS Research & Data Analysis Director, Tom Pullum:

The India 2015-16 survey had a more complex design, and additional information is required to calculate the multilevel weights. We have uploaded a folder with the information you are looking for: https://github.com/DHSProgram/DHS-Analysis-Code/tree/main/Mu ltilevel_Weights/India.
