Here is a response from one of our technical experts, Lia Florey:
Please take a look at the standard questionnaire for the section where women are asked about use of medication to prevent malaria during pregnancy. You will see in the questionnaire that these questions are only asked for a woman's most recent birth and the IPTp indicator specifies that the denominator includes only live births within the past two years.

Therefore, data on IPTp coverage of mothers cannot be linked directly with variables in which the denominator is all children under five.
