Following is a response from Senior DHS Specialist, Albert Themme:

You are right concerning your observation on OC201. The value set of OC201 in the 3-level dictionary combining facility, provider and client used during the export is indeed not consistent with the 1-level dictionary used in the field. In this dictionary the value set is: 1 = Severe dehydration, 2 = Signs of dehydration and 3 = No signs of dehydration.

This will be corrected.
