I ran the code and it seems to have worked well.

Interesting to see that child birth year looks like this:

2013 | 2,098 19.72 52.01
2014 | 2,238 21.03 73.04

2016 | 1,293 12.15 100.00
------------+-----------------------------------
Total | 10,641 100.00

I can only imagine that in 2010 and 2011 there was not full sampling.
And I assume that full sampling did happen in 2016.
Is that what you concluded?
