The documentation at IPUMS DHS is useful for answering questions like this.
If you select the India 2015 survey and navigate to the work variables (TOPICS -> SOCIOECONOMIC STATUS -> WORK), each variable name is a hot link. Click on the name, and you will see a series of tabs across the top of the page. The UNIVERSE tab is especially helpful for answering questions like the one you are asking.
For V714 (called "currwork" in IPUMS DHS), the UNIVERSE information reads:
"Women age 15-49 in households selected for the state module."
So, the reason so many women are not in universe is because only a subsample of women were asked these questions.
By the way, please be sure to cite IPUMS DHS if you use our documentation tabs. Continued funding is important for us to be able to get ALL the DHS samples into IPUMS DHS, and citations are critical for that to happen!
