Harmonized data from Uganda 2016 were just released by IPUMS-DHS. IPUMS-DHS makes it easy to do comparative analysis across time or countries, because the same meaning is always given the same variable name, codes, and labels. Online documentation provides, for each variable, the codes and frequencies, variable description, empirically checked variable universe (who was covered by the question), and survey text. Researchers can log in with their DHS user name and password, select the samples and variables they need, and download (for free) a customized data file in their preferred format (SAS, Stata, SPSS, ASCII, or CSV). Other advantages include harmonized geography for each country across sample years and files already linked across file types, so, for example, all the mother's variables and her household characteristics are immediately available if you choose children as the unit of analysis.
