Thanks for your post. The DHS GPS datasets are in shapefile format so you can import them into QGIS by clicking on the Add Vector Layer tool and browsing to the location of the file on your computer. You can do a spatial join in QGIS by going to the Vector menu and, under Data Management Tools, selecting Join Attributes by Location.

The DHS Program has a QGIS Training Curriculum manual that can be downloaded for free from our Spatial Data Repository website. Follow this link and click on the document name in the GIS Tools window in order to download it http://spatialdata.dhsprogram.com/resources.html. QGIS Exercise 3 includes instructions on how to do a spatial join. Note that the curriculum is in a large zipped folder and so may take some time to download. Also, note that the curriculum was designed for QGIS version 1.8.0. A 2.0.1 version of QGIS has recently been released so we are currently updating the curriculum for the new version and will make it available in the next few months.
