The phase is the contract/round under which the survey was collected (currently DHS I through DHS VII).

The recode number does not identify the phase. It's the "data structure" that was used for the recoding of the survey (currently Recode 1 through Recode VII).

Also, see variables: HV000/V000/MV000: The 1st 2 characters are an alphabetic country code and the third character indicates the format/structure of the recode data file.
