Sometimes one gets the sense that the authors of those papers don't know either what the unit of observation is :).

I've only seen this vbl in action in one paper (Steele, Curtis, and Choe 1999; link: http://onlinelibrary.wiley.com/doi/10.1111/j.1728-4465.1999. 00028.x/abstract). I'm sure there are other papers out there, but I'm not an FP person, so I don't go out looking for these hairy things... :)
