Hi,
If you understand well incidence rate is a percentage of new case of HIV in a given period. by DHS data; you need to know exactly which period ( from X time to X time) you want to calculate the Incidence. It will help you to know the kind of data which help you, other wise you need different data at different interval of time depending on your incidence!
