Following is a response from Senior DHS Stata Specialist, Tom Pullum:

A count does not usually have a label, but (in general--I haven't checked these variables in this survey) you may have a code of 9 or 99, etc., that should be excluded from the calculation of a mean. You should always do something such as "tab hv228,m". The code "." in Stata will mean "Not applicable".

The difference between hv228 and v460 should be that hv228 refers to all children in the household and v460 refers to the woman's children. They will usually be the same, but if there are children from other mothers in the same household, then hv228 may be larger than v460.
