The questions on HIV and the HIV testing were only conducted in a sub-sample of households. One third of the households were selected for the subsample (see page 8 of the DHS report. Unfortunately, I don't see a variable in the IR dataset for the selection, but you can merge the variable in from the HR dataset as follows:

use "tdir70fl.dta", clear
gen hhid = substr(caseid, 1, 12)
merge m:1 hhid using "tdhr70fl.dta", keepusing(hv027)
drop if _merge != 3
drop _merge
tab v751 hv027,m
