On the birth recode there's a variable for date of survey. Use this to create a variable that's the difference between the child's birthdate and the date of survey (in my experience these have always been in months - but I'm not sure that this is universally coded this way). Then you can use that variable to restrict calculation to less than or equal to 12 or 24 months.
