Here is a response from senior sampling expert, Dr. Ruilin Ren:

The 2006/2007 Liberia DHS was designed based on the 2005 projected population at county level, the latter was given in the Appendix A of the final survey report. The population projection should be very rough or imprecise because there was simply no other references available. The projected population was not involved in the sampling weight calculation, sampling weight was calculated based on the selection probability (probability proportional to the number of structures residing in the cluster recorded at 1984 census) and the household listing and the survey results. Regional level population estimation based on survey results was not produced because it was simply not in the scope of the survey. Since the survey involved in HIV testing, all intermediate survey results were destroyed following the survey protocol. Therefore, it was not possible for us to provide the gross population estimates for Liberia in the year 2006/2007, at any administrative levels. We are sorry for this inconvenience.
