You are correct the provinces for Burundi are not available in the main household datasets or in the GPS dataset. This is because the survey is not representative at that leave of analysis. However, if you would like to identify the province for the cluster locations you can use the spatial join tool in a GIS software to assign the province for each cluster GPS location using the GPS dataset.
