You are correct that villages and wards are located within districts and each have codes, but within the dataset, the values in those fields have no relation to the established values for a census or any sort of other listing of administrative units. Notice that many of the values for villages, wards, and districts are continuous in the dataset, even though a sample of these administrative units was performed for the survey. Each different level was likely numbered sequentially for the purposes of the survey, which would break any links that existed between levels in the original listing. That being said, while the survey specific variables cannot be used to trace the location of the survey, the GPS data available for the survey (available for separate download at http://dhsprogram.com/data/available-datasets.cfm) can still be used to extract district information and identify the districts.
