Following is a response from Senior Data Processing Specialist, Noureddine Abderrahim:

You need to use the weights anytime you want to get representative figures. The weights to use depends on the population target such as HV005 for the household characteristics, V005 for women and MV005 for men. Always divide the weight variable by 1,000,000 before applying it. The weights in DHS data files have been normalized so that the total number of weighted cases equals the total number of unweighted cases.
