I am currently working on the 1992 and 1998 DHS survey data for India. In 1992, in the village file, there is a variable v15 - education facilities in village (Yes/No) and v15D - Distance nearest facility kms.

I need the equivalent variables in the 1998 dataset. In the 1998 village file, there is just 1 variable v13A, which is distance to Education Facility (Primary school). When I tabulate this variable, I am unable to understand the meaning of the coded numbers used.
e.g Of the 2550 villages, 1,959 are coded as 95. The label says 95 = facility in village. I am not sure what 95 actually means and couldn't find documentation on this either. What does facility in village mean for a variable that specifies distance to education facility? Further, 0 is also coded as facility in village. Are these 2 equivalent to 0 = No primary school and 95 = yes primary school present? If that is the case, then what does answers e.g 1, 2,...29, 40, 45, ...64, 90, 94 mean here? I have pasted the tabulated table below.

Please clarify.
