Actually - and I didn't know this either - it appears that a PSU is a village in the India 2005/6 survey at least. From page 12 of the Introduction to the survey report: http://dhsprogram.com/pubs/pdf/FRIND3/FRIND3-Vol1AndVol2.pdf


"A uniform sample design was adopted in all states. In each state, the rural sample was selected in two stages, with the selection of Primary Sampling Units (PSUs), which are villages, with probability proportional to population size (PPS) at the first stage, followed by the random selection of households within each PSU in the second stage."
