You are going to need to provide more information about what it is your are trying to use the test for. People mean a lot of things by "Fisher's Exact test" - for instance, I think of a randomization test for differences in means in a control trial framework, but that wouldn't be an applicable test for much in the DHS, since no treatment has been randomly assigned.

So what do you want to perform a randomization test on?
