Are the clusters consistent across the 2007 & 2013-14 surveys? Is there some way of comparing geographical units across the surveys?

The clusters are not consistent between DHS surveys in the DRC. The only way to make geographic comparison at the cluster level is using the GPS data. However, GPS data is geomasked to protect confidentiality and thus their location is not exact.
