Number of children resident in the household [message #3845]

I do not understand how the variable V137 (Number of children resident in the household and aged 5 and under; Respondent's Basic Data) can be labeled as '0', when data show that one child (or sometimes two children) are actually living in the household. Can someone help me? Thanks
