Here is an answer from one of our experts, Ladys Ortiz:

The level of education is asked of all the members listed in the household age 5+ (the cutoff age can vary per country); and also is asked of each eligible individual that accepts to be interviewed. HA66 and HV67 is coming from these two sources:
a) if the woman was interviewed the education is coming from her individual interview (V106)
b) if the woman was not interview the information is coming from the household listing (HV106).
