Following is a response from Senior DHS staff member, Tom Pullum:
This is a survey-specific question. A respondent will respond "yes" if a doctor or other provider told her, on two or more occasions, that she had a high blood glucose level. I am not a physician myself, but I assume that this suggests that the respondent has a higher risk of diabetes, but it is not the same as a diagnosis of diabetes.
You can look at the final report and possible other publications coming out of the NFHS to see whether this variable has been used. The original intention was to describe the prevalence of diabetes without clinical diagnoses. You can do anything you want with this variable.
