Dear SPA Team,
I have two questions about the staff listing data and would really appreciate your help.
Tanzania's SPA (2014/15) Provider Listing Form has five sheets. The instruction on the first four sheets states that "LIST ALL CLINICAL STAFF / PROVIDERS WHO ARE PRESENT TODAY IN THIS FACILITY." On the fifth sheet, it says "USE THIS FORM TO COMPILE THE NAMES OF HEALTH WORKERS WHO WORK IN THE FACILITY BUT WHO ARE NOT PRESENT IN THE FACILITY ON THE DAY OF YOUR VISIT."
1. It's unclear how the corresponding data file (TZSL71FLSR or TZSL71FLSP) distinguish health workers present on the day of enumerator visit from those who were not present. Is it possible to distinguish the two? If not, how should we interpret the staff listing data?
2. Related to #1, can we use staff listing data alone or in conjunction with the facility inventory data on staffing to measure provider absence?

Following is a response from Senior Data Processing Specialist, Claudia Marchena:
For Tanzania SPA, we did not collect information on staff absenteeism. The instructions given to interviewers during the training was:
"The PROVIDER LISTING FORM is used to compile a list of health workers working in a facility and available on the day of your visit. It should not be used to compile names of health workers who were expected to be there but are not. In addition to providing us with information on the number of health workers available on the day and the different services they provide, it also serves as the sample frame for selecting health workers for the health worker interview, especially in large facilities."
