It seems unlikely that the urban rural definitions would have changed between NFHS-4 and NFHS-5, but there were certainly changes in the districts (which were sometimes bifurcated) and even states and union territories. As just one example, the state of Jammu and Kashmir became two single union union territories. Another change was clubbing the two union territories Dadra & Nagar Haveli and Daman & Diu into a single union territory.
