Following is a response from DHS staff member, Tom Pullum:

In the CR file, each case is a matched couple from the same household. Each record includes v001 v002 v003 as the identifier for the woman member of the couple and mv001 mv002 mv003 for the man. You can merge the woman's PR data by matching v001 v002 v003 with hv001 hv002 hvidx and the man's PR data by matching mv001 mv002 mv003 with hv001 hv002 hvidx. If you only want to copy household-specific variables onto the CR record, you can open the HR file, drop the individual-level variables with "* _*", and matchv001 v002 with hv001 hv002. (That will give exactly the same result as matching mv001 mv002 with hv001 hv002.)
