Following is a response from DHS staff member, Tom Pullum:

Good question. It is definitely intended that the interval will be the first 24 hours after birth. This applies to other outcomes, most importantly age at death, for which "day 0" should also be "within 24 hours after birth". I suspect there is some slippage, and some responses, at least, are given as "the same day", but that is not the intention. Of course, "the same day" would also be "within 24 hours"--but some of the next day would also be within 24 hours.

There is a question about time to the initiation of breastfeeding (https://www.ghspjournal.org/content/9/2/308) which is given explicitly in hours.
