Following is a response from Senior DHS staff member, Tom Pullum:
The data files for the 2022 survey do not include a label for the province variable (sprov). This question came up in 2023, and we confirmed that a label is not available. The implementing agency must have the label but they do not want to release it. DHS does not have the label.
I agree that this is surprising. The earlier surveys included a label for province. I was a co-author of a Further Analysis Report (https://www.dhsprogram.com/pubs/pdf/FA127/FA127.pdf) that included some province-level analysis, at the specific request of the Population Commission.
Whenever an admin 2 label is missing (and this has happened in other surveys) you can use a shape file plus the coordinates of the clusters to construct a label. The coordinates of the clusters are displaced but they are supposed to remain within the correct admin 2 unit.
Note that the statistical uncertainty is very high for province-level estimates. FA127 included caveats about such estimates. It is possible that the implementing agency wants to avoid over-interpretation of province-level differences, and that's the reason why their policy on identifying the province names has changed.
