Hello,
There are multiple approaches to merging DHS and SPA data, and these are outlined in this report: https://dhsprogram.com/pubs/pdf/SAR10/SAR10.pdf
Your approach would depend on your research question. The simplest approach is to create regional estimates for the SPA and DHS variables that you are interested in and then merge the two regional-level datasets. You can do this in Stata by opening the regionally aggregated SPA dataset, and then using merge 1:1 region using IR_region.dta, if you have renamed the regionally aggregated DHS IR dataset IR_region.dta.
There are other more complicated approaches that you could use. You could assign a summary SPA value, estimated based on some defined service environment, to the DHS cluster or an individual or household. The most complicated approach would be to use geospatial estimates of DHS or SPA data to link the two. Each of these approached is described in the SAR above.
