Regarding the variable v173, does this mean that some respondents were born outside the Philippines? Does this also mean that those who were born outside the Philippines were residing in the country when the survey was conducted?

Following is a response from DHS staff member, Tom Pullum:

Yes, v173 gives country of birth for 27 (unweighted) respondents who were born outside the Philippines. However, the survey was administered in the Philippines and all respondents in the IR and MR files were de facto residents of the household. That is, they were actually present and could be interviewed.

The household data can include some people who are de jure (usual) residents but not de facto and are temporarily working or visiting in another country.
