Following is a response from DHS staff member, Tom Pullum:
You can combine multiple surveys (from the same country or different countries) into a single long file using the append command in Stata, with an identifier for each survey. Sometimes this is an efficient way to compare the different surveys, test for differences, look at trends, etc. However, we cannot provide support for constructing estimates for pooled surveys, beyond some older posts you can find on the forum. Pooling surveys from different countries raises many issues of completeness, reference period, weights, etc. You can do it if you wish, of course, but DHS staff can't help.
