The variable 'hv109' that is labeled as "Educational attainment" does not have the "complete secondary" category in it.

from the .do file that lists all the labels I found the below:

label define HV109
0 "No education"
1 "Incomplete primary"
2 "Complete primary"
3 "Incomplete secondary"
4 "Complete secondary"
5 "Higher"
8 "DK"

The questionnaire also has a question on completed grade. Is there any reason why complete secondary as a category in the data.

Following is a response from DHS staff member, Tom Pullum:

Good detective work. There appears to have been a coding error in the construction of hv109. You can correct it by looking at the 2003 survey. If you enter "tab hv108 hv109" in the PR file for the 2003 survey, you will see that 7-9 years should be "Incomplete secondary" and 10 years should be "Complete secondary". Therefore, when working with the 1998 survey, you just have to do a recode, such as "replace hv109=4 if hv108==10", to get the missing category.

I believe you would get similar results if you use the regular wealth index, v190, as a control. It is a relative measure in each survey, but I'm sure the CWI would correlate very highly with v190, and the CWI would not change much in a 9-year https://testmyspeed.onl/ interval in the same country.
