Following is a response from DHS staff member, Tom Pullum:

It is ok to produce maps with dots for the locations of the clusters as given in the data files. As you say, the coordinates have been displaced. The displacement procedure has passed reviews for the protection of the respondents. Many such maps have been produced already and there's no restriction on you preparing more.
