Thank you Fred Arnold for the clarification.

So can I generate unique district codes by concatenating state code and district number?

Also, in one of the attached photos, it can be seen that the district Delhi corresponds to different shdist values: 0 and 2. Could you explain how this might happen? Or are these data entry errors?
