The province labels appear in duplicate for the same year and indicator. A good example is Preah Vihear province which appears within the indicator Children not living with a biological parent on the same year (2014) twice. One value is 6.0 and another is 3.2. I have attached a screenshot for reference.

Following is a response from DHS Research & Data Analysis Director, Tom Pullum:

According to Rathavuth Hong, the manager of the Cambodia 2014 survey, there are 19 regions (hv024 and v024) in the files from that survey. The provinces Preah Vihear & Steung Treng are combined into one region. Province Kratie is a region by itself. There is no place where these three are combined together and they were not combined in the sample.

Following up on the response shared, is it correct to work with the assumption that the values reported at region level represent the province value that make up that region and in the case where we have more than one province combined to make the region then the value reported is the same for the provinces combined to make up that region?
The reason as to why we are asking it to know whether its then correct to calculate an average of the reported value for a particular province for a particular year in a case where we have the same province combined with another province more than once like Siem Reap to make up a region.

We apologize for the delay in this response, which is due to travel. I would agree with making that assumption, simply because if you DO NOT make that assumption, you cannot proceed. It will be important for you to say in a footnote, for example, that you have made this "simplifying" assumption because you do not have the data required to disaggregate the province(s) in question. This is the sort of thing that demographers often have to do when the data are incomplete.
