Why a fixed number of households per enumeration area [message #24898]

Dear Altruists,
Since the enumeration areas of DHS data have different numbers of households, why does DHS pick a fixed number of households per enumeration area rather than pick a proportion to size technique to determine the number of households to be selected in enumeration areas?
