What is the meaning of negative values in the Nigeria 2018 geospatial covariates file?

File name: NGGC7BFL.csv (Nigeria 2018)

Indicators with negative values:
Drought_Episodes: has values of -9999
Growing_Season_Length: has values of -807, -9999
Livestock_Ducks (the average density of ducks): most values are -1, with a few values around -0.8
