Following is a response from DHS Research & Data Analysis Director, Tom Pullum:

If you merge the IR and PR files, you will be able to copy v131 from the IR file to the woman's line in the PR file or to everyone in her household in the PR file (as I say next, that's risky). There have been many postings on how to merge these files.

Normally ethnicity is only obtained with the women's questionnaire and (if applicable) the men's questionnaire. It is not obtained for all household members. You cannot safely assume that everyone in the household has the same ethnicity. It's likely but by no means necessary. And if the household has no interviewed women (or men), you have nothing at all for the household.
