Dear all,
My colleague and I conduct an analysis on the demographic consequences of armed conflict in 9 West African countries (Benin, Burkina Faso, Côte d'Ivoire, Ghana, Guinea, Liberia, Nigeria, Senegal, and Sierra Leone). In tackling some of the received comments, we were wondering how the DHS is dealing with refugees and internally displaced people. Does the DHS sample from these populations? Do they sample from refugee camps and settlements?

Following is a response from DHS Research & Data Analysis Director, Tom Pullum (the previous response has been edited):

None of those nine surveys included refugees and IDPs as a special population. Generally the sampling frame for a DHS survey comes from the country's most recent census, and censuses usually do not include this subpopulation. If the refugee populations are in households that are in the sampling frame they could be interviewed. This has been the case when displaced populations are living with relatives in the new location. A few DHS surveys have included refugee populations living in camps or other designated areas (Haiti, Jordan, and the Uganda MIS, for example). In each of these cases, it was the country that wanted these data and a sample frame was provided for the selection. The country (that is, the statistical office and/or ministry of health) must take the initiative to include this subpopulation, and that does not always happen give the political sensitivity regarding the inclusion of particularly foreign refugees.
