For the year 2015, a lot of decision variables like DECFAMVISIT, DECLEAVETOWN have a lot of entries in the not in universe. I wanted to clarify it is because this data is only asked from specific houses which are included for state modules. My study focuses on these decision variables as the variables of interest. Should I drop variables which are NIU or is there another way to resolve the issue. Would be very thankful for your help. Also wanted to confirm this happens only for 2015 not for previous surveys ?

Dear SakshiM,
You can find why people are "not in universe" by clicking on the UNIVERSE tab in any variable's documentation on IPUMS DHS.
To get to the documentation, you click on the name of the variable. That will bring you to a page with a series of tabs across the top; CODES is the default tab. Click on UNIVERSE and you will see who was asked the question in each sample.
I suspect you are working with the India 2015 sample. The description confirms your hunch; it says, "The universe contains "Women age 15-49 in households selected for the state module."
