Question Topic: Land ownership
1. Add a question on whether the individual has the right to use the land, distinguished from formal ownership
2. Another important question is how was the land acquired? Through inheritance, gift, purchase, etc.
3. The question that is now in the DHS refers to any agricultural land owned by the household, but individual ownership is very important especially when studying the gender gap in access and ownership of land.
What questions will elicit this information?
Q119-120 Household questionnaire
It is already there in Woman's questionnaire questions 823-924, p. 79 in model questionnaire, and in man's questionnaire questions 612-613 p. 108.

Question Topic: Household poverty
Add a measure of poverty to the DHS
For example: for any country that has a good poverty survey, then DHS could either use existing analytic work or carry out analytic work (or ask us to do it?) to determine the variables that best explain consumption (income) poverty and then include these in the DHS. The odds are that this might be 5-10 variables in any given survey (or less). The burden is thus not large but the payoff could be. This could be an important agenda.
Given the push to do survey to survey imputations (as we set out to do in Nigeria and which we are also looking at in Central America, following up on work started by Pedro Olinto and the whole research effort on this topic that is being pushed by the PREM anchor right now) it might make a lot of sense to come to a working agreement with the DHS/Macro on a protocol to follow to embed into the DHS those critical variables that would allow monetary poverty to be predicted into the DHS.

Question Topic: Financial Inclusion
The proposal is to remove Question 123 in the Household Questionnaire and include it separately in Woman's and Man's Questionnaires reworded as "Do you, either by yourself or together with someone else, have an account at a bank or a credit union (or another financial institution, where applicable, for example, cooperatives in Latin America)?" coupled with a note to the enumerator on the questionnaire or in the enumerator manual to be stated to the respondent that an account can be used to save money, to make or receive payments, or to receive wages and remittances. This will ensure consistency with the approach promoted under the World Bank Global Financial Inclusion (Global FINDEX) program.
Question Topic: Mobile Phone Ownership
Proposal is to remove the question on mobile phone ownership in the Household Questionnaire (as part of Question 110) and include it instead as part of the Woman's and Man's Questionnaires, reworded as "Do you own a mobile phone alone or jointly with someone else?" As mobile phone coverage, mobile phone access and mobile phone based service delivery will continue to increase, it becomes important to solicit this information at the individual level instead, which is also relevant as we think of proxies for individual empowerment.
Question Topic: Asset Ownership, Household Questionnaire
Question 118 in the Household Questionnaire should include an option to [ADD ADDITIONAL ITEMS], similar to the approach to Question 110 in the Household Questionnaire.
Forum Category: Parental Attributes, Household Questionnaire
Proposal is to add a question in the Household Questionnaire on the education level of the father and mother that are not residing in the household for children in the age category of 0 17. Currently, we can only derive education levels of fathers and mothers only if they are household members. If soliciting the proposed information will be problematic from the proxy respondents, DK code could be added.
Input submitted by Calogero (Gero) Carletto and Talip Kilic, on behalf of the World Bank Living Standards Measurement Study (LSMS) Team.
