We are comparing wealth among the Kenyan provinces from the 2003, 2008-09, and 2014 surveys, but none of us are survey researchers nor used to working with stratified samples, so we just want to avoid any errors in dealing with the weights. Kenya reorganized its political boundaries from larger provinces to smaller counties between the 2008-09 and 2014 surveys. I believe the 2014 Kenyan survey used counties as strata rather than provinces. The counties are nested within the old provinces. Can we use the weights as is, or should they be rescaled or otherwise adjusted for use at the province level?
