Mitra(2013) writing in the Lancet Global Health, highlighted that to attain consistent and reliable disability statistics as called for by the United Nations Convention on the Rights of Persons with Disabilities, there is a need for a data revolution. Such a revolution has begun by Uganda's last round of DHS incorporating Washington Group's short set of questions on disability which has been recommended by United Nations Statistical Commission and World Report on Disability (Madans et al., 2011; UBOS and Measure DHS, 2012)). Including these questions in all future DHS allows for a good start in defining the global disability challenge and developing appropriate policies through which the global community can contribute to disability-inclusive development. Most importantly, it will also allow for international comparison and enable the post 2015 MDG country reports to disaggregate data on disability and contribute to monitor the progressive realisation of the rights of persons with disabilities.
