Every person regardless of gender, age, ethnicity or socio-economic status has a right to access essential and affordable healthcare services.
Agenda 2030 and SDG3 specifically aim to realise this right to health for all at all ages through achievement of Universal Health Coverage (UHC) and access to health insurance is an enabler of UHC.
However, there are barriers to inclusion of certain groups in UHC such as ethnic minorities, women, people aged 50-80, people living below and near the poverty line, and people with no or low levels of education. It is important to identify population groups that are not covered by health insurance.
Therefore HelpAge International requests that existing questions 1109-1110 (Woman's questionnaire) and 816-817 (Man's questionnaire) are collected for all members of household (as part of the Household schedule) regardless of age, sex and disability as lack of access to required quality treatment and protection from catastrophic expenditures faced by one member of the household has wider implications for the whole household.
