Hi Sammy,

IPUMS DHS provides specific information on the types of children covered by each variable. Find your variables of interest under TOPICS. Each variable name is a hot link. Click on it, and you will see a UNIVERSE tab at the top. That provides this information.

Browsing quickly, I see that
ANCARE (received antenatal care) was asked of "Last-born children born in the 5 years before the survey to women age 15-49."
VACBCG (child received BCG or TB vaccination) was asked of "Surviving children under age 5, born to women age 15-49."

This suggests that the universes vary across your variables of interest.
